Hon Akosua Frema Osei - Opare

Hon. Akosua Frema Osei – Opare is a seasoned politician, a development worker and a social protection champion with over forty years of extensive practical experience. She started her career as a Pupils Teacher at St. Monica’s Secondary School in Mampong and later joined the Institute of Statistical, Social and Economic Research at the University of Ghana as Research Assistant, until her appointment as a Lecturer at the University of Ghana, Legon.

Hon. Akosua Frema Osei – Opare has consulted for many international development agencies including USAID in Sudan, FAO/UN in Nigeria, Uganda, Ethiopia, Congo, Brazzaville, Kenya, Namibia and Malawi. In Ghana, she became the Programme Officer of SNV-Netherlands Development Organisation, where she was later elevated to the position of Senior Programme Coordinator and the Acting Field Director of the SNV-Netherlands Development Organisation Ghana, before her appointment as the Country Director of Action Aid Ghana and Internationalization Advisor for Action Aid Africa.

She entered active Politics and became the Member of Parliament for Ayawaso West Wuogon Constituency from 2004 to 2008 and from 2009 to 2012. She previously functioned as the Deputy Minister for Manpower and Social Welfare now Ministry of Employment and Labour Relations, where she was instrumental in the introduction and Institutionalization of the Livelihood Empowerment Against Poverty (LEAP) programme.

 

Hon. Akosua Frema Osei – Opare is widely known for her leading role towards ensuring a formidable social protection ecosystem, not only in Ghana but on the global space. She championed the cause to end Child Labour in Ghana's Cocoa grown areas and a torch bearer for the cause of persons with disability, which, culminated in her receiving the Coveted Prize by the United States Senate. In Parliament, she rallied support and galvanized the Women Caucus to champion the affirmative action Bill for Women and the Passage of the Disability Bill in Parliament. She was also appointed the Chairman of the Board of Directors of Cadbury Ghana Limited.

Not only is she the longest serving Chief of Staff, but the firstever Female to be appointed into that office, serving from 2017 until 2024.

Hon. Akosua Frema Osei – Opare is revered by many for her keen interest in women empowerment initiatives, youth development interventions and dedication towards mentoringand building the next generation of ethical leaders. She is remembered for her creativity in governance, unique conflict resolution credentials and ability to navigate complexities that emanated in the daily affairs of the government machinery. She supported the work of Parliament and strengthen the relations between the work of government and the legislature. As the Chief Administrator, she facilitated a good harmonious working relation between the civil servants and the political appointees within the Presidency.

Recently, the Valley View University, Ghana conferred on her the Degree of Doctor of Science (Honoris Causa) in acknowledgement of her accomplishments and contributions to the country’s growth and the overall advancement of humanity. She now chairs the Frema Foundation – a Not-for-Profit organization founded by her to champion women empowerment, uplifting the vulnerable and mentoring the next generation of female leaders.
